Architect graduated from the Universidad Mayor de San Andrés, Master’s, Doctorate and post-doctorate from the Federal University of Rio de Janeiro Brazil, currently coordinates the Doctorate in Urban Planning and Metropolitan Region I Version, specialization courses in Lima Peru, national and international publications, research professor and emeritus at the UMSA Faculty of Architecture, Design and Urbanism. He was General Director of Territorial Planning in the Ministry of Planning, General Director of Planning in the Ministry of Defense and former president of the College of Architects of La Paz, international and national consultant.
